1.采购条件
项目单位为国网智能电网研究院有限公司，项目资金来自企业自有资金，出资比例为100%，资金来源已落实，采购人为中国电力科学研究院有限公司(国网智能电网研究院有限公司)，并委托天恒招标有限公司为采购代理机构。项目已具备采购条件，现对该项目进行公开谈判采购。

- 响应供应商资格要求
3.1 响应供应商须满足如下通用资格要求：
（1）本次采购要求响应供应商须为中华人民共和国境内依法注册的法人、其他组织或自然人，须具备承担所响应项目的资格条件；响应供应商如为非中国内地注册设立的应递交提供营业执照或所在地登记证明材料（复印件盖章），响应供应商无印章的，提交由单位负责人签字的所在地登记证明材料；并在人员、设备、资金等方面具有保障如期完成成交项目的能力。
（2）法定代表人或单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标包响应或者未划分标包的同一采购项目响应。
（3）取得国家法律、法规、规章规定的有效许可证。取得采购文件要求的国家强制认证证书。
（4）应有良好的财务状况和商业信用。
（5）根据《国家电网有限公司供应商关系管理办法》的规定，响应供应商被纳入不良行为处理（包括暂停成交资格和列入黑名单）且在处理有效期内的，响应供应商在首次响应截止之日至成交通知书到达之日前，任一日在《国家电网有限公司关于供应商不良行为处理情况的通报》处理期内的均适用不良行为处理结果。或响应供应商存在触发《国家电网有限公司供应商关系管理办法》第六十三条安全及质量重大问题“熔断机制”情形的，其响应将被否决。即使响应供应商在首次响应截止日尚不存在上述情况，但在成交通知书到达之日前，出现上述情况的，采购人亦有权取消其成交资格。
（6）根据最高人民法院、国家发展改革委、国家铁路局等九部门联合印发的《关于在招标投标活动中对失信被执行人实施联合惩戒的通知》（法〔2016〕285号），响应供应商不得被人民法院列为失信被执行人。响应供应商不得存在违法失信行为，不得被“信用中国”网站（www.creditchina.gov.cn）列入严重失信主体名单。即使响应供应商在首次响应截止日未出现被列入失信被执行人或严重失信主体名单的情形，但在成交通知书到达之日前，存在上述情形的，或存在其他不符合成交条件的，采购人有权取消其成交资格。（非中国内地注册响应供应商不适用）。
（7）根据《企业信息公示暂行条例(2024修订)》（国务院令第777号），响应供应商不得被市场监督管理机关在国家企业信用信息公示系统中列入市场监督管理严重违法失信名单或列入经营异常名录信息。响应供应商需同时在商务文件中提供在国家企业信用信息公示系统（www.gsxt.gov.cn）查询的，包含“营业执照信息”、“列入严重违法失信名单（黑名单）”、“列入经营异常名录信息”、“行政处罚信息”、“清算信息”的查询结果。如响应供应商未提供企业信用信息公示报告，或提供的报告不符合采购文件规定的格式与内容，或报告内容被评审委员会认定有异议的，响应供应商的“列入经营异常名录信息”和“列入严重违法失信名单（黑名单）信息”以评审委员会在国家企业信用信息公示系统（www.gsxt.gov.cn）查询的结果为准。响应供应商提供虚假企业信用信息公示报告的，按照虚假响应进行否决，并根据《国家电网有限公司供应商关系管理办法》进行相应处理。即使响应供应商在首次响应截止日未出现被市场监督管理机关列入经营异常名录或市场监督管理严重违法失信名单的情形，但在成交通知书到达之日前，存在上述情形的，采购人有权取消其成交资格。（非中国内地注册响应供应商不适用）。
（8）响应供应商发生合并、分立、破产等重大变化的，应当及时书面告知采购人。响应供应商不再具备采购文件规定的资格条件或者其响应影响采购公正性的，其响应无效。
（9）响应供应商不得被纳入中国电力科学研究院有限公司黑名单，黑名单见中国电科院外网http://www.epri.sgcc.com.cn主页/招标采购/招标（非招标）公告中的相关公告。若响应供应商在取得成交资格后被纳入中国电力科学研究院有限公司黑名单中，采购人有权取消其成交资格或单方终止合同。
3.2 响应供应商及其响应产品须满足相应采购货物的专用资格要求如下：

3.3 除专用资格要求中明确接受联合体响应的项目外，不接受联合体响应。
3.4 如接受联合体响应的，响应供应商还应遵守以下规定：
（1）联合体各方均应满足3.1款的全部规定和3.2款的相应规定。
（2）联合体各方应按照采购文件提供的格式签订联合体协议书，明确联合体牵头人和各方的权利义务。
（3）联合体牵头人代表联合体各方负责获取本项目的采购文件及响应工作。
（4）由同一专业的单位组成的联合体，按照资质等级较低的单位确定资质等级；不同专业分工由不同单位分别承担的，按照各自的专业资质确定联合体的资质。
（5）联合体各方不得再以自己名义单独或参加其他联合体在同一标包中响应。
3.5除专用资格要求中明确接受代理商响应的项目外，不接受代理商响应。
3.6本次采购不接受响应供应商委托中介机构或者中间人编制响应文件或代行办理响应事宜。
3.7各响应供应商均可就本次采购的部分或全部标包响应。
4.采购文件的获取
4.1采购文件（电子文件）免费获取。
4.2本项目采取电子邮件方式报名。凡有意参加响应者，请按照下面流程获取采购文件：
（1）请于2026年9月28日14时00分 至10月9日24时00分（北京时间，下同）领取谈判采购文件。
（2）响应供应商需提供营业执照或所在地登记证明材料（复印件盖章），响应供应商无印章的，提交由单位负责人签字的所在地登记证明材料。
（3）请将以上内容发送至ywb01@thtc.com.cn并注明所报项目名称及联系方式。报名合格后将电子版采购文件发送至响应供应商邮箱。
4.3未按上述时间和方式获取采购文件的，将无法进行后续的响应及报价。
5.首次响应文件的提交
5.1首次响应文件提交的截止时间（首次响应截止时间，下同）：2026年10月16日10:00时。
响应文件提交地点：电子响应文件加密提交至采购代理机构指定邮箱：ywb01@thtc.com.cn。
5.2首次响应截止时间之前未成功提交至采购代理机构指定邮箱的电子响应文件，采购人不予受理。不接受未按规定加密的响应文件及响应文件的修改文件。不接受邮寄、现场提交等电子提交方式以外的其他方式提交响应文件及响应文件的修改文件。电子响应文件中应包含可编辑及不可编辑两种电子文档格式文件。
5.3至响应截止时间后10分钟内响应供应商将解密密码发送至采购代理机构邮箱。采购代理机构在监督人员监督下，解压文件。
5.4响应截止时间前采购代理机构将通过电子邮件告知各响应供应商“Microsoft Teams”会议室号码，收到通知的响应供应商加入会议进行谈判。
5.5未按采购公告规定的时间和方式获取并下载采购文件的响应，采购人将不予受理。
6.发布公告的媒介

Procurement Announcement for Security Consulting Service for German Offshore Wind Off shore Station

1. Procurement Conditions
The project owner is State Grid Smart Grid Research Institute Co., Ltd. Project funds are from corporate self raised capital with a contribution ratio of 100%, and the fund source is fully secured. The procurer is China Electric Power Research Institute Co., Ltd. (State Grid Smart Grid Research Institute Co., Ltd.), who entrusts Tianheng Tendering Co., Ltd. as the procurement agency. The project has met procurement conditions, and open negotiation procurement is hereby conducted for this project.
2. Project Overview and Procurement Scope
See attachments to this procurement announcement.
3. Qualification Requirements for Responding Suppliers
3.1 General qualification requirements to be satisfied by responding suppliers:
(1) Responding suppliers for this procurement shall be legal persons, other organizations or natural persons legally registered within the territory of the People’s Republic of China, and shall possess qualification conditions to undertake the responded project. For responding suppliers registered outside mainland China, they shall submit business license or local registration certification documents (stamped copy). If a responding supplier has no official seal, it shall submit the local registration certification document signed by its person in charge. They shall have the capacity in personnel, equipment, capital and other aspects to ensure timely completion of the awarded project.
(2) Different entities whose legal representatives or persons in charge are the same person, or which have holding or management relationships with each other, shall not participate in the response for the same bid package or the same procurement project without divided bid packages.
(3) Possess valid permits stipulated by national laws, regulations and rules. Possess national mandatory certification certificates required by the procurement documents.
(4) Have sound financial status and good commercial credit.
(5) In accordance with the State Grid Corporation of China Supplier Relationship Management Measures, if a responding supplier is subject to adverse conduct treatment (including suspension of award winning qualification and blacklisting) within the valid treatment period; if on any date from the deadline for initial response to the arrival of the award notice, the responding supplier falls within the treatment period specified in the Notice on Handling of Suppliers’ Adverse Conduct by State Grid Corporation of China, the adverse conduct treatment results shall apply. Where a responding supplier triggers the “circuit breaker mechanism” for major safety and quality issues as specified in Article 63 of the State Grid Corporation of China Supplier Relationship Management Measures, its response shall be rejected. Even if the responding supplier has no such circumstances as of the initial response deadline, if such circumstances occur prior to the arrival of the award notice, the procurer reserves the right to revoke its award winning qualification.
(6) Pursuant to the Notice on Joint Punishment of Dishonest Persons Subject to Enforcement in Tendering and Bidding Activities (Fa〔2016〕No.285) jointly issued by the Supreme People’s Court, National Development and Reform Commission, National Railway Administration and six other government departments, responding suppliers shall not be listed as dishonest persons subject to enforcement by people’s courts. Responding suppliers shall not have illegal and dishonest acts, and shall not be included in the list of serious dishonest entities on the “Credit China” website (www.creditchina.gov.cn). Even if a responding supplier is not listed as a dishonest person subject to enforcement or in the serious dishonest entity list as of the initial response deadline, if such listing occurs prior to the arrival of the award notice, or other conditions for award are not met, the procurer reserves the right to revoke its award winning qualification. (Not applicable to responding suppliers registered outside mainland China).
(7) Pursuant to the Interim Regulations on Enterprise Information Publicity (Revised 2024) (State Council Decree No.777), responding suppliers shall not be included in the market supervision serious illegal dishonesty list or the business abnormality list by market regulatory authorities on the National Enterprise Credit Information Publicity System. Responding suppliers shall provide in their commercial documents the query results downloaded from the National Enterprise Credit Information Publicity System (www.gsxt.gov.cn), covering “business license information”, “serious illegal dishonesty list (blacklist)”, “business abnormality list information”, “administrative penalty information” and “liquidation information”. If a responding supplier fails to provide an enterprise credit information publicity report, or the provided report fails to meet the format and content requirements of the procurement documents, or the report content is challenged by the evaluation committee, the evaluation committee shall adopt the results directly queried from the National Enterprise Credit Information Publicity System for “business abnormality list information” and “serious illegal dishonesty list (blacklist) information”. Where a responding supplier provides a false enterprise credit information publicity report, its response shall be rejected on the grounds of false response, and corresponding sanctions shall be imposed in accordance with the State Grid Corporation of China Supplier Relationship Management Measures. Even if a responding supplier is not included in the business abnormality list or market supervision serious illegal dishonesty list as of the initial response deadline, if such listing occurs prior to the arrival of the award notice, the procurer reserves the right to revoke its award winning qualification. (Not applicable to responding suppliers registered outside mainland China).
(8) Where a responding supplier undergoes material changes such as merger, division or bankruptcy, it shall promptly notify the procurer in writing. If a responding supplier no longer satisfies the qualification requirements specified in the procurement documents or its response impairs procurement impartiality, its response shall be invalid.
(9) Responding suppliers shall not be blacklisted by China Electric Power Research Institute Co., Ltd. The blacklist is available in relevant announcements under Tendering & Procurement / Tendering (Non tendering) Announcements on the external website of CEPRI: http://www.epri.sgcc.com.cn. If a responding supplier is added to the blacklist of China Electric Power Research Institute Co., Ltd. after obtaining award winning qualification, the procurer reserves the right to revoke its award winning qualification or unilaterally terminate the contract.
3.2 Special qualification requirements for responding suppliers and their responsive deliverables for the procured goods:

3.3 Unless consortium response is explicitly accepted in special qualification requirements, consortium response shall not be accepted.
3.4 Where consortium response is permitted, responding suppliers shall also comply with the following provisions:
(1) All consortium members shall satisfy all provisions under Clause 3.1 and corresponding provisions under Clause 3.2.
(2) All consortium members shall sign a consortium agreement in the format provided by the procurement documents, clarifying the lead party as well as rights and obligations of each member.
(3) The consortium lead party shall be responsible for obtaining procurement documents and conducting response activities on behalf of all consortium members.
(4) For a consortium composed of entities of the same profession, the consortium qualification grade shall be determined by the member with the lower qualification grade. For consortia where different professional work is undertaken by different members, qualification shall be determined according to respective professional qualifications of each member.
(5) No consortium member may separately submit a response in its own name or join another consortium for the same bid package.
3.5 Unless agent response is explicitly accepted in special qualification requirements, agent response shall not be accepted.
3.6 This procurement does not permit responding suppliers to entrust intermediaries or middlemen to prepare response documents or conduct response procedures on their behalf.
3.7 Each responding supplier may respond for part or all bid packages of this procurement.
4. Obtainment of Procurement Documents
4.1 Electronic procurement documents are available free of charge.
4.2 Registration for this project shall be completed by email. Interested responding suppliers shall obtain procurement documents following the below procedure:
(1) Obtain negotiation procurement documents from 14:00 (Beijing Time) on [Day 28 Month 9 2026] to 24:00 (Beijing Time) on [Day 9 Month 10 2026].
(2) Responding suppliers shall submit a stamped copy of business license or local registration certification document; suppliers without official seals shall submit local registration certification document signed by the person in charge.
(3) Send the above materials to ywb01@thtc.com.cn, specifying the project name and contact information. Upon successful registration, electronic procurement documents will be sent to the responding supplier’s email address.
4.3 Suppliers failing to obtain procurement documents within the prescribed time and manner cannot proceed with subsequent response and quotation.
5. Submission of Initial Response Documents
5.1 Deadline for submission of initial response documents (hereinafter “initial response deadline”): [10:00,Day 16 Month 10, 2026].
Electronic response documents shall be encrypted and submitted to the designated email address of the procurement agency: ywb01@thtc.com.cn.
5.2 Electronic response documents not successfully submitted to the designated email address of the procurement agency before the initial response deadline will not be accepted by the procurer. Unencrypted response documents and their revised versions will be rejected. Response documents and their revisions submitted by post, physical hand delivery or any means other than electronic submission will not be accepted. Electronic response documents shall include both editable and non editable electronic file formats.
5.3 Responding suppliers shall send the decryption password to the procurement agency email within 10 minutes after the response deadline. The procurement agency shall decompress the documents under supervision of monitoring personnel.
5.4 Before the response deadline, the procurement agency will notify each responding supplier of the Microsoft Teams meeting room number by email. Notified suppliers shall join the meeting for negotiation.
5.5 Responses from suppliers failing to obtain and download procurement documents in accordance with the procurement announcement will not be accepted by the procurer.
